Apply for individual approval according to § 13 EG-FGV

The individual approval is the official confirmation that the vehicle complies with the applicable construction regulations for motor vehicles. This is necessary if a vehicle is to be registered for the first time for which no type approval has yet been granted. This is the case for motorhomes, trucks or trailers, for example. The corresponding application must be submitted before applying for registration of the vehicle. The application for individual approval must be accompanied by

• the certificate of an officially recognized expert from a technical inspection body or
• the expert opinion of a technical service recognized by the Federal Motor Transport Authority.

The expert opinion must also include

• the multi-page EU vehicle approval certificate and
• the list of legal acts/regulations according to which the vehicle was tested.

In the city of Bremen, a separate appointment must be made online or by telephone at the BürgerServiceCenter-Nord or BürgerServiceCenter-Stresemannstraße after the individual approval for vehicle registration has been issued.

In the course of the approval procedure, the comprehensibility of the submitted expert opinion is checked and whether the relevant provisions of Annex IV or Annex XI of Directive 2007/46/EC, or alternatively the corresponding provisions of the Road Traffic Licensing Regulations (StVZO), are fulfilled.

If deviations from the construction and operating regulations of the StVZO or the Vehicle Registration Ordinance (FZV) have been identified in the expert opinion, the corresponding exemption permit in accordance with Section 76 FZV in conjunction with Section 70 StVZO or an expert opinion on obtaining an exemption permit must also be enclosed with the application.

Exemption permits must be applied for at the Road Traffic Office (ASV) or, in exceptional cases, directly at the Citizens' Office "Central Vehicle Registration Authority".

Requirements

Should a new vehicle of class:

• M (including cars, motorhomes or buses),
• N (including trucks and tractor units) or
• O (trailers)

is to be registered for the first time, it must correspond to an approved type or an individual approval (type approval) must have been issued. Proof that the complete or completed vehicle corresponds to an approved type must be provided by submitting the EC certificate of conformity:

• the EC Certificate of Conformity (also known as the COC document) for EC type-approved vehicles or
• the manufacturer's data confirmation and the registration certificate part II, in which a type and variant/version key number is entered, for nationally type-approved vehicles.
