If you are already self-employed in a craft subject to licensing and would like to practice another craft subject to licensing or essential activities of such a craft, then you can apply for an authorization to practice.

It is possible to be entered in the register of craftsmen with a craft that is subject to approval if you have a granted authorization to practice. A distinction is made between two types of case:

  1. Authorization to practice for another trade

Persons who already practice a craft subject to licensing and wish to expand their commercial activity to another craft subject to licensing or to essential activities of such a craft have the option of applying for a right to practice.

In this respect, proof of the knowledge and skills required for this is required, whereby previous professional experience and activities are also taken into account. It is irrelevant on what basis the existing entry in the register of skilled crafts was made (e.g. master craftsman's certificate, old journeyman's regulation, exemption permit). The respective business owner is entitled to apply.

  1. Authorization to practice for journeymen and women with qualified work experience

Anyone who has passed a journeyman's examination or a final examination in a recognized training occupation and has acquired relevant professional experience can become self-employed or exercise a company management function in many trades subject to licensing. The professional qualification must have been acquired in the craft that is to be practiced.

In the case of certain crafts, it is sufficient if the professional qualification was acquired in a craft related to it, which can be found in the ordinance on related crafts.

In addition to a journeyman's or final examination, proof of relevant professional experience is also required, which must have been acquired after the training. At least six years of professional experience is required, of which at least four years must have been in a managerial position. A managerial position is assumed if the person in question has been given autonomous decision-making powers in a business or a significant part of a business, as evidenced by job references, job descriptions or in some other suitable way.

The granting of an authorization to practice for journeymen or journeywomen with qualified professional experience is not considered for chimney sweeps and health trades (opticians, audiologists, orthopedic technicians, orthopedic shoemakers, dental technicians).

Requirements

  1. Authorization to practice another trade (application according to § 7a HwO)
  • A trade requiring authorization is already being practiced on the basis of an existing entry in the register of skilled crafts.
  • Proof of the required knowledge and skills, taking into account previous professional experience and activities
  • possible means of proof are, for example, appraisals by experts, work certificates or further training.
  • The standard for the proof of qualification is the master craftsman's qualification for the craft requiring approval for which the authorization to practice is being sought.
  1. Authorization to practice for journeymen and women with qualified work experience (application in accordance with § 7b HwO)
  • Journeyman's examination in the craft subject to licensing to be practiced or in a related craft subject to licensing or a final examination in a recognized training occupation corresponding to the craft subject to licensing to be practiced.
  • At least six years of activity in the craft subject to licensing to be pursued or in a related craft subject to licensing or in a profession corresponding to the craft subject to licensing to be pursued, including a total of four years in a managerial position. The activity performed must have included at least one essential activity of the craft subject to licensing for which the authorization to practice is being applied for.
  • A managerial position is assumed if a person has been given independent decision-making powers in a company or in a significant part of a company. Evidence of this can be provided by job references, job descriptions or in some other way.
  • The business management, commercial and legal knowledge required for the independent practice of the craft is generally deemed to be proven by professional experience. If this is not the case, the required knowledge must be proven by participation in courses or in some other way.
