You cannot export every plant or plant part from the EU to a third country. This applies in general, regardless of whether it is for holiday souvenirs, food, removals or commercial shipments. This is to protect the environment and people from plant pests or the spread of foreign plants.

Before departure/export to a third country, it is in principle advisable to obtain information on which plants may be moved. It may be that the transport of plants is prohibited in principle or permitted under certain conditions, e.g. after an official inspection by a phytosanitary inspector and accompanied by a phytosanitary certificate (PGZ).
