The free democratic basic order essentially includes the right to freedom of expression and the right to assemble peacefully and without weapons in the open air.

According to the prevailing opinion, an assembly within the meaning of Article 8 of the Basic Law exists if more than two people come together for joint discussion or demonstration aimed at participating in the formation of public opinion.

Public festivals and amusement events as well as events which serve the mere display of an attitude to life are therefore not covered by the concept of assembly. See service description "Events on public ground".

The assembly authority in Bremen is the public order office. In Bremen the assembly law (VersammlG) of the federation applies.

Applicants can obtain advice on details of meetings from the public order office. In the event of ambiguities or more extensive planning needs, the Public Order Office invites applicants to a cooperation meeting in which ambiguities can be resolved and any problems solved, if necessary together with the police.

Especially if you would like to hold a meeting in the city centre, it is advisable to first contact the public order office by telephone, so that it can be clarified which central places are available at the desired date.

The registration and execution of the meeting is free of charge.
