Demonstrations are gatherings of more than two people who wish to publicly express their opinion on a public matter. This right to public expression of opinion is guaranteed by the Basic Law.
A demonstration itself does not require a permit. However, it must be announced at least 48 hours before the public announcement, for example by posters or a newspaper notice. This regulation applies if it is to take place outdoors. Neither a permit nor a registration is required for meetings held indoors.
No fees are charged for registration or for the imposition of any conditions.
