There is no reporting requirement for rats. 

Private pest controllers can be called in for vermin on private property (e.g. garden, house, apartment). 

If you have vermin on public ground (e.g. park, street) contact the public health department Tel. 361- 15551 or send an email to 

ortshygiene@gesundheitsamt.bremen.de 

The Food Inspection, Animal Welfare and Veterinary Service monitors compliance with the hygiene requirements for the commercial production, handling and marketing of food and must therefore be involved in the event of rat infestation in the relevant establishments (e.g. restaurants, canteen kitchens, bakeries, food shops).
