Request Information on Development Costs

In order to use an area as a development site, it must first be “developed.” This includes connecting it to water and energy supply networks and communication lines, as well as constructing roads and/or paths. The costs for this are largely borne by the residents.
For the initial final construction (including partial measures) of roads, the City of Bremen levies development contributions in accordance with the Development Contribution Ordinance. 

If necessary, you can request information—subject to a fee—regarding development contributions that have already been paid, are still outstanding, or will be levied in the future.

To do so, property owners or their authorized representatives must specify the property to be assessed, including the parcel number.

Development contributions are levied for the following infrastructure facilities:

• Roads and squares on which buildings may be constructed (access roads),
• Paths that are not permitted for motor vehicle traffic (residential paths),

Development fees may be levied for the following infrastructure:

• Roads intended to connect access roads to the rest of the municipal road network (collector roads),
• Paths that are not accessible to motor vehicles and are intended as connecting, shortcut, or similar paths (collector paths),
• Parking areas, green spaces, and children’s playgrounds, and
• Facilities designed to protect development areas from noise pollution (noise barriers).

As a general rule, only those costs that cannot be covered by other means—such as state grants—may be included in the calculation of development contributions.
