As a citizen, company, public authority or public interest body (TÖB), you can participate in the preparation or amendment of a state-wide spatial development plan. By participating, you can contribute to the planning process.
Public authorities are authorities or institutions that perform public tasks by law. Examples of public authorities include local authorities, road construction authorities, nature conservation authorities, agricultural authorities and water authorities.
The state-wide spatial development plan defines how the limited resource of space is to be used. There are different ways in which space can be used, for example for
- residential
- commercial
- transportation
- infrastructure
- recreation or

Components of a state-wide spatial development plan:
- a descriptive presentation (textual objectives and principles of spatial planning)
- a graphic representation (spatially specific objectives and principles of spatial planning)
- an explanatory memorandum
- a summary statement on the consideration of environmental concerns and public and citizen participation in the preparation process
- an environmental report
- a list of monitoring measures
