A change of registration (allocation of a new registration plate) must be carried out if the previous registration plate(s) has/have been stolen or otherwise lost.

It can also be carried out upon request.

In the event of theft or loss of one or both registration plates, a change of registration is mandatory for security reasons. In such cases, it is not possible to have a replacement plate stamped. Stolen or lost license plates are blocked for ten years.
If one or both license plates are stolen, a criminal complaint must be filed with the police in advance. The registration number must be presented to the vehicle registration office when applying for a change of registration number.
If registration plates have only been damaged but are still complete, new replacement plates can be embossed. In this case, a change of registration number is not required.
A change of registration number can also be applied for at any time without giving reasons if a different registration number is required. In this case, the previous license plates must be presented in addition to the vehicle documents.
Special features:
When the Vehicle Registration Ordinance (FZV) came into force on 01.03.2007, the responsibility within the registration procedure changed from the "location principle" to the "residence principle". For private individuals, only the registration authority of the main place of residence is responsible. Registrations for a second place of residence, including re-registrations, are no longer possible. In the case of legal entities, the registered office or a participating branch in Bremen must be proven.
