Traffic update
Due to the construction works on Steubenstraße and the associated complete closure of the first railway underpass – including for pedestrians and cyclists – the Stresemannstraße Administrative Centre is not expected to be directly accessible from the Julius-Brecht-Allee stop (Line 1) until summer 2028. However, access is available via Gartenstadt Vahr, Insterburger Str.

The Citizens’ Office is the competent authority for the City of Bremen responsible for frequently required services. We are responsible for matters relating to registration, passports and identity documents, as well as for driving licences and vehicle registration:

1. General information
You can visit any of our Citizens’ Service Centres by prior appointment. You can book an appointment online at https://www.service.bremen.de or by telephone via the Citizens’ Helpline on 0421-115. Please use the online booking system wherever possible.
If you no longer need your appointment, please cancel it so that the slot can be used by someone else – thank you very much! We reserve the right to cancel appointments that have been booked more than once.
We also offer walk-in appointments at the Citizens’ Service Centres during the following times:
BSC-Mitte Mondays 1.00 pm to 6.00 pm | Wednesdays 7.30 am to 12.30 pm
BSC-Stresemannstraße Mondays 1.00 pm to 4.45 pm | Wednesdays 7.00 am to 11.45 am
BSC-Nord Mondays 1.00 pm to 4.45 pm | Wednesdays 7.30 am to 11.45 am
Services: Travel documents (passports, identity cards and provisional documents) and registration of residence.

2. Citizen Service Centres
2.1. Quick enquiries at the Citizen Service Centres (BSC)
The following services can be booked:
- Certificates of good conduct
- Certifications
- Certificates of residence
- Exemptions from the obligation to carry identification
- Address changes on identity cards,
- Changing the PIN for your identity card and eID card
- Updating chip data
- Vehicle deregistration and temporary number plates
Please register at the self-check-in terminal at the BürgerServiceCenter upon arrival. There you will be given a ticket with a time slot for your enquiry.
Enquiries are usually dealt with promptly. However, depending on how busy it is, there may be waiting times. It is also possible that the daily quota of tickets for quick enquiries may already have been allocated.
When are quick enquiries handled?
BürgerServiceCenter Mitte:
Mondays and Thursdays from 07:30 to 17:00, Tuesdays and Fridays from 07:30 to 12:00, and Wednesdays from 07:30 to 13:00.
BürgerServiceCenter Nord:
Mondays from 07:30 to 17:00, Tuesdays to Fridays from 07:30 to 12:00.
BürgerServiceCenter Stresemannstrasse:
Mondays from 08:00 to 17:00, Tuesdays to Fridays from 07:00 to 12:00.
2.2. Collection of identity cards, passports and eID cards
You can collect your document from the BürgerServiceCenter where you applied for it.
If you have arranged to collect it via the document collection box, you will receive a text message as soon as the document is ready

. To do this, you will need the serial number from your collection slip.
Once your document is ready, please visit the BürgerServiceCenter during the opening hours for quick enquiries. There, you will be given a ticket with a time slot for your enquiry.

3. Vehicle registrations
3.1. Vehicle registration applications from private customers can only be processed at the Stresemannstraße and Bremen-Nord BürgerServiceCentres by prior appointment. Exception: De-registration of vehicles and the issue of temporary number plates are possible without an appointment.
3.2. Vehicle registrations for commercial vehicle registration services and car dealerships
Applications for vehicle registration may be submitted during the usual opening hours at the Stresemannstraße and Bremen-Nord BürgerServiceCentres.

3.4. Other vehicle-related services
Exemptions under Section 70 of the Road Traffic Licensing Regulations (StVZO), individual approvals under Section 13 of the EC Motor Vehicle Type-Approval Regulations (EG-FGV), red number plates and the loss or theft of Part II of the registration certificate are handled by the Central Motor Vehicle Registration Authority.

4. Driving licences
4.1. Applications
Visits are only possible by prior appointment.

Card driving licences issued between 1999 and 2001 must be exchanged by 19 January 2026. Please note that, unlike with paper driving licences, it is the year of issue that counts.
